i have a cheap hp tablet
but really don't know much about anything else.
she used to have a laptop and got help from
her computer saavy son, but they are both gone
now, so ...

iPad. If she has Internet service now for cable and whatnot she will need a wireless router. If she doesn't have Internet she could go with the 3G with a data plan. The iPad is so easy to use.
